吴万福，笔名静涛，男，汉族，祖籍山西洪洞县。1948年2月2日(农历)出生在新疆迪化，成长在甘肃武威凉州，大学文化，中共党员，高级政工师，北京师范大学继续教育学院毕业。《中国矿业报》原特约记者，《甘肃工人报》原特聘记者。中华人民共和国文化高级职称，国家高级美术师，国家高级书法师。国家一级美术师；一级书法师，中书协会员、中美协会员、中国书法家协会终身理事,书画英才栏目艺术顾问. 国务外交礼品师。国艺委书画艺术博物馆馆长。亚洲英才人物。获得美国科罗拉多大学工程与应用科学学院荣誉博士学位。2008年在金川公司二矿区党委工作部退休。2026年四月先后被中国艺术界联合会聘为理事。被中国文物局聘为党组成员副局长。被中国艺术研究院聘为国画院士。被故宫博物院聘为艺术研究员。被中央美术学院聘为国画院副院长。被中华人民共和国文化和旅游部聘为艺术司艺委会主任。中央文史研究馆书画院副院长。被中国美协第十届选为理事会理事。系全国书画艺术委员会委员，全国书画艺术委员会副主席。中国中华国礼艺术家。

Wu Wanfu, pen name Jingtao, male, Han nationality, ancestral home in Hongtong County, Shanxi Province. Born on the 2nd day of the 2nd lunar month of 1948 in Dihua, Xinjiang, he grew up in Liangzhou, Wuwei, Gansu Province. He holds a university level education, is a member of the Communist Party of China, and a senior political work engineer. He graduated from the School of Continuing Education, Beijing Normal University. He was formerly a special correspondent for China Mining News and a specially appointed journalist for Gansu Workers’ News. He holds a senior cultural professional title of the People’s Republic of China, National Senior Fine Arts Master, National Senior Calligraphy Master, National First Class Fine Arts Master, and National First Class Calligraphy Master. He is a member of the Chinese Calligraphers Association, a member of the China Artists Association, a lifelong director of the Chinese Calligraphers Association, art consultant for the column Talented Calligraphers and Painters, State Diplomatic Gift Artist, and Curator of the Guoyi Commission Calligraphy and Painting Art Museum. He is an Asian Elite Figure and was conferred an Honorary Doctorate by the College of Engineering and Applied Science, University of Colorado, United States. He retired from the Party Committee Work Department of No.2 Mining Area, Jinchuan Company in 2008. In April 2026, he was appointed Director by the China Federation of Art Circles, Member of the Party Leadership Group and Deputy Director General by the China Cultural Relics Administration, National Painting Academician by the Chinese Academy of Art, Art Research Fellow by the Palace Museum, Vice President of the Chinese Painting Academy of the Central Academy of Fine Arts, Director of the Art Committee under the Art Department of the Ministry of Culture and Tourism of the People’s Republic of China, and Vice President of the Painting and Calligraphy Academy of the Central Research Institute of Culture and History. He was elected director of the 10th Council of the China Artists Association. He serves as committee member and vice chairman of the National Calligraphy and Painting Art Committee, and is a Chinese National Gift Artist.
In November 2021, he was specially engaged as consultant and National Treasure Level Art Master by the National Treasure Level Art Master Evaluation Committee and the Official Website of National Gift Culture. Wu Wanfu was selected among Forbes China (Art Forbes) Top Ten Celebrities of 2023, 2024 and 2025. He obtained an official international art rate certification credential reviewed by cultural art authorities of China, Britain, France, Germany, Italy and other countries, and the appointment certificate as an expert group member of the Chinese Calligraphy and Painting Industry Research Base. He is a member of the Chinese Society of Management Science, research fellow of Huaxia Calligraphy and Painting Research Center, visiting professor of the Central Academy of Fine Arts and visiting professor of the Confucius Art Museum. Since the age of five, he has devoted himself to calligraphy and painting, literature, poetry and other literary art fields, making arduous efforts and achieving gratifying accomplishments. His diverse works have been published in newspapers and periodicals. He has published 4,000 news articles in nearly 30 national newspapers and periodicals. Fourteen of his political research papers won awards at national academic conferences and were included in seven treatises such as The Life of the Party — Strengthening the Party’s Governance Capacity Building. He has received more than one thousand various awards. His biography and works have been compiled into nearly 100 classics. He has been conferred more than 30 honorary titles including “People’s Artist” and “People’s Calligrapher Painter”. He is a recipient of the United Nations Peace Medal and the Republic’s “Dual Hundred Literary Art Award”. During the 20th National Congress of the Communist Party of China, People’s Daily published a special report entitled Sunset Glow Illuminates the Splendid Chapters of Life — Model of the Times Wu Wanfu, with an honorary certificate issued by the Publicity Department of the CPC Central Committee. In June 6, 2023, Guangming Daily ran an eight full page feature report titled Leading Figure in the Art Circle of Guangming Daily — Wu Wanfu. In 2023, he was featured and publicized as a key recommended artist for the Boao Forum for Asia under the theme Hand in Hand for a Shared Future. In 2024, his works were exhibited in Japan, France, the United Kingdom, Hungary, Singapore and other countries, with relevant certificates issued. His work Ping’an Shouxing Baifu Tu (Hundred Blessings Painting of Safe Long Lived Elders) has been permanently collected by a Japanese art museum.
His works and biography were broadcast on Times Square in the United States, at the 10th Anniversary Achievement Exhibition of the Belt and Road Initiative, and at the opening ceremony of the 2023 Olympic Congress in Greece. As an internationally renowned artist, Wu Wanfu was named United Nations Climate Image Ambassador in 2023. He has also been selected as various image ambassadors and International Noble Courtesy Artist by multiple official organizations at home and abroad. He was a key reported artist for the national “Two Sessions” in 2024 and awarded the titles of “People’s Artist” and “National Gift Artist”. He received the inaugural Times Art Golden Pen Award 2024 from the International Federation of Literature and Art. His works have been collected by a Thai Prince. He was invited by the International Olympic Committee to display his works in IOC series events. He was specially awarded the honorary title of “Glorious China — World Master of Culture and Art” by the Central New International Culture Committee and the Organizing Committee of Glorious China World Cultural Art Masters, as well as “Master for Global Dissemination of Chinese Culture”. He received the “Nobel Prize in Art” and the China France Picasso Merit Award, and served as China Nigeria Cultural Exchange Ambassador. His calligraphy work Friendship Endures Forever was collected by the President of Nigeria. He has won numerous international and domestic awards. His exhibited Chinese painting Three Yang Brings Bliss won a gold medal at the 33rd Olympic Games. His calligraphy work Brilliant Prospects was endorsed and collected with a certificate by Liu Yukun, champion and head coach for shot put, discus and shooting events. In 2024, he took part in the Belt and Road Silk Road International Cultural Exchange Activities held in Datong, Shanxi Province and achieved fruitful results. In activities marking the 75th Anniversary of the Founding of the People’s Republic of China in 2024, he won the Cultural Lifetime Achievement Award and the gold head portrait commemorative medal for Backbone of the Great Power — 75 Outstanding Contributors to New China, alongside many other domestic and international awards. His works have successively won gold medals four times at the International Louvre Art Competition in France, and a gold medal at the 2024 International Picasso Art Competition (Grand Final). He was a key reported figure with honorary certificate issued for the 2025 National Two Sessions, and selected as United Nations Image Ambassador, winning many domestic and international awards. He took an active part in series activities commemorating the 80th Anniversary of the Victory of the World Anti Fascist War and the 80th Anniversary of the Victory of the Chinese People’s War of Resistance against Japanese Aggression, making his due contributions. He was included and made into a glorious portrait medal by the organizing committee of Iron Shoulders of the Nation — 80 Chinese Practitioners of National Mission for the 80th anniversary commemoration of the Chinese People’s War of Resistance against Japanese Aggression, with a special personal album compiled for promotion. He received multiple international and national awards in 2006. He has written critical essays for more than 60 calligraphers and painters inside and outside the province, which were published in various newspapers and periodicals. He is determined to keep striving as long as he lives, to make positive contributions to advancing and developing traditional national culture, and to remain a qualified member of the Communist Party of China.
